Police Officer Will Not Face Charges Following Fatal E-Bike Crash

The police officer who was filmed following two e-bike riding teens before they fatally crashed will not be charged

A police officer will not face criminal charges after he was filmed following a pair of teens as they rode an off-road Sur-Ron e-bike shortly before they fatally crashed.

The crash, which happened in May 2023, involved Kyrees Sullivan, 16, and Harvey Evans, 15, who crashed the Sur-Ron e-bike they were riding in Ely, Cardiff. The crash stirred tensions between the public and the police, leading to riots that left a trail of destruction to property and cars in its wake. A vigil was also held for the teens, with hundreds gathering in the streets around their homes to release balloons and place flowers.

The unnamed South Wales Police officer who was driving the van at the time, had been told that criminal proceedings would be going ahead. However, the Independent Office for Police Conduct (IOPC) was overruled by the Crown Prosecution Service.

Speaking about the decision, Malcolm McHaffie, head of the Crown Prosecution Service, special crime division, said:

“Our thoughts remain with the families and friends of the two teenagers following their tragic deaths in May 2023.

“Following a thorough and detailed review of the evidence in relation to a single allegation of dangerous driving in this case, we have decided that no criminal charges will be brought against a South Wales Police officer.

“We have concluded that there is insufficient evidence to provide a realistic prospect of conviction.

“We fully understand that this will be disappointing news for the families of both boys and will offer a meeting with them to explain our reasoning further.”
